Do I have to learn French if I want to study in University of Concordia which is in Quebec and work there and then go for a PR?

primary language of instruction in concordia university is english so studying in concordia u dont need french.however if u want to stay in quebec, find a job in quebec and apply for PR in quebec u have to learn french.Lot of people take classes in french as quebec is very good for immigration and PR is fast..
