Quebec Parents Immigration

i live in winnipeg MB from last 2 years and doing some IT contracts jobs.
I am planning to move in Quebec just for Parents Immigration. I heard Parents immigration is bit easy than other provinces, Can anyone please guide me is it true and what is the scope of IT jobs there.

The only difference (based on last years rules) is upon submitting your app you only need to provide 1 year of income proof instead of 3.
However you still need to try and get your app accepted during the first day before 5K apps are reached, and processing will take the same amount of time.

Also Quebec can change their rules at any time and at some point may adopt the other provinces' rule of 3 years income for PGP apps.
