Hello, I am new here and a few questions.

My sister is an international student and graduated last year from Ottawa University. She applied for a post-graduate work permit and is now working in Ottawa. Long story short, she had to redo her language test after applying for PR and getting some sort of fairness letter. She passed it and has since applied for PR. Now, she was recently denied for being medically inadmissible because she is HIV positive. This is the first time she has heard of this being a concern for her becoming a Permanent Resident in Canada.

- Can she still be rejected even though she was selected by the Government of Quebec to apply?
- Why didn't they mention the inadmissibility before when they send her that fairness letter asking telling her about her language requirements? Is that normal?
