Quebec CAQ confusion, please suggest..

Hi,

I have applied for CAQ on last month and got a decision by email on 15th saying that it has been forwarded to the Dhaka Canadian embassy by fax and I will still get my original one by regular mail. My question is, should I still wait for the CAQ or apply for my study permit with this forwarding letter?
