Yes that is federally but at provincial level, they can decide to do whatever they want. Your best to check the Manitoba website or call the international student office of your university -- they can guide you.

I did, provincially they said no quarantine required but only if required by federal laws

Yes the agent put me on hold and then confirmed it would apply to international student
