I've tried searching for this, but haven't had much luck. I'm an American married to a Canadian living in London. I would like to apply for PR outland here in London and the move to Québec once I'm approved and have everything in hand. However, there's a bit of a wrinkle. In the Guide 3999 for the "Generic Application Form for Canada (IMM 0008)", under question 7, it asks if you have a QSC and, if not, to get it before applying. However on the Quebec Immigration site, it says that you need a CIC Number before filing your Undertaking application.
How does one go about resolving this conflict? If someone has a thread handy that covers it, I would appreciate it, but I just can't seem to find it!
