Secondly, we will be bringing forward legislation that allows the government to retroactively apply regulations for the selection of immigrants to those who are already in the queue. This means, for example, that as we reform the points grid for the selection of skilled workers to put more emphasis on language proficiency for those who want to work in licensed professions, to put more emphasis on younger workers who we know succeed better over time in Canada, to put more emphasis on Canadian as opposed to foreign work experience, we will be able to apply those criteria to those who are already in the queue.

It's not in good taste, definitely not a fair deal, Canada will be treading on many a broken heart/s -- but then, that's the way the Conservative Govt. plans it's immigration policies. They have done it recently, we have seen it; and can very much do so once again...

The scenario would be 'gulp it - or lump it' if they have their way...
Regrettable, albeit.

Time will only let us know what's their intention
 
if they took such a step, would it apply to applications of those who already passed seldec?
 
I mean people with a status like mine, will they be affected by eventual changes with retroactive effect? changes in how points are calculated, with emphasis on language and age

"your application was reviewed and we started processing on december 12, 2011"
