My file status since September 2009 is still received by visa office. About 9 months in this status.

I would like to know during these 9 months whether the visa office did the office screen my papers and did some work on my file such as checking my points, background check, security check so I assume I have passed 67 points or the office did not start any review work.

Yes, by now your PSDEC should be over & u must have scored the 67. However, your case is yet on background checks. U may try sending them an email enquiry.
