Dear Sir,
I hope you are doing well,I wanted apply for canada at skilled base visa.Actually, I have 9 years experience in construction departament as a Quality Engineer Civil.My Qualification is 3 years diploma of Associate civil engineering from Recognized Govt College Technology of Rasul.I have passed my exam in 2011.

Do you have Educational Assessments (ECAs) for your diplomas and IELTS (language tests) completed? This is mandatory to set up a profile. Read through the Express Entry requirements for Federal Skilled Worker.

ANSWER: YES SIR,I HAVE 3 YEARS DIPLOMA OF ASSOCIATE CIVIL ENGINEERING,ATTESTED FROM FORIGN OFFICE.

So you have completed ECA for your diploma? What are your IELTS scores?

You need to get your diploma assessed to Canadian equivalency (ECA). You need CLB 7 in all areas for IELTs. All in the link. With only diploma you will not have enough for Express Entry.
