Hi seniors,

I am browsing the OINP application form. In the Immigration Information section:

"Have you, or has your spouse or common law partner, or any of your dependent children (if applicable), ever submitted or been included in an application for permanent residence to Immigration, Refugees and Citizenship Canada?"

Q: my spouse also submitted an EOI but she hasn't yet got invited to apply. So in this case, should it not be considered as an 'application'?

Which means, I should answer 'No'?

Yes you are right. Submitting EOI is not considered an application for permanent residence.
 
what if I have applied for Express Entry from Outside Canada & Never Selected , do we need to mention this in this question ?

I have a similar question. My wife was non accompanied family member to her father's PR application which was refused. Do I have to answer yes or no
