As it seems almost impossible for me to be a doctor in Canada, I would like to pursue my other passion. Baking. I would like to put a baking business in partnership with a friend in Canada. I only have 100,000 CAD but according to the business plan is more than enough to start that business.
What program would be the best for me if one?

Yes - but you don't have very much money. So it means the number of programs you qualify under are limited.

For example, the Federal investor program requires you to have a net work of $10 million or more and be able to invest at least $2 million in Canada. Saskatchewan requires you to have a net worth of $500K and be able to invest at least $200K to $300K in that province. Ontario requires you to have a net worth of $800K and be able to invest at least $500K.

If you only have $100K to invest, I think the Start Up Visa may be your only option. You should check the rest of the provincial nominee programs to confirm.
 
Also check out the Quebec Entrepreneur Program if you have a net worth of CAD300K and can invest CAD100K in the province
