Birthday celebration means with proper venue bookings , confirmation letter from the banquet hall etc.
Someone just posted that he was refused a visa when he said his purpose was to attend to his brother's birthday.

Like what is his financial status,PR or not or What kind of job he is doing.
My brother is working as a senior software engineer in Toronto Canada, also permanent resident of canada and earning canadian dollar 1.3 Lakh per year.
I and my mother applied for a tourist visa. I am working with in pharmaceutical industry and mother is housewife. Having good financials background with both of us. Leaves approved and all other doc which is required for tourist visa.reason to come back 1. Father and grandmother 2. Job 3. Assets which we are having with us. Travel history Russia.

Then based on what you've told me I'd say you have a decent chance of getting a visa. Your mother has a better chance than you, presuming you're single.
It unfortunately likely will. It will also depend on your savings. Do you own property? Your brother’s salary doesn’t matter very much. Your mother has a good chance though.

RCs don't really matter. However, I'd say (just randomly guessing here) you have a 70-80% chance of getting a visa. Basically, it's more likely that you will get the visa. Of course this is just speculating based solely on what you've written here, the details of your papers will matter.
