Someone just posted that he was refused a visa when he said his purpose was to attend to his brother's birthday.Is birthday celebration is a valid reason for visiting canada? Please assist.

RCs don't really matter. However, I'd say (just randomly guessing here) you have a 70-80% chance of getting a visa. Basically, it's more likely that you will get the visa.
