Purpose of travel for brother to support during post partum phase

Hello Everyone,
A friend of mine's wife is going through postpartum period and looking to bring his brother to support them during this phase. His brother has a visitor visa but given this COVID 19 pandemic, is there any separate permission required from high commission?
Any pointers anyone?
