Purpose of Travel -before Visa how can we book air Ticket?

I am applying for Online Visitor Visa for my father and mother. There is one required step/document as below. now if my parents are going to stay in my in home and without Visa how I can book the ticket? what to do in this required step?

Document: Purpose of Travel - Other
You must submit proof that you are coming to Canada for a temporary visit.

Examples of what you can provide as proof:
A scanned copy of:

• Your flight ticket departing Canada,
• Your travel itinerary (e.g. places you will visit or stay, such as hotel booking),
• Proof of a medical appointment.

Do not buy or book any tickets before the VISA is approved. For travel itinerary, just make up a lists to do while they are staying in Canada including costs for expenses.
