I have posted another thread about bringing my Chinese wife and step-daughter back to Canada. The bit of advise I got there was to apply outland and then come. This is being considered, however, if we did decide to come with visitor visas and renew, would our daughter be eligible to attend public school in Canada (grade 5)?

If not then we could opt to home school but we would then have to contact the school here in China to get the materials I suppose.
 
It depends on the school if they would let her enrol. I have heard of one case where a child was denied enrolment in school but in that case, the whole family was in Canada on visit visas. On the other hand, I have heard of a couple of children who are themselves on visit visas but temporarily living with a Canadian relative or family friend who have been accepted to a school.

In the case you bring her on a visit visa and she is refused enrolment in all the schools you try, it would make more sense to me to get the teaching material from a Canadian school for her home schooling as it would better prepare her to go to a Canadian school when she gets her PR.

That was encouraging. If at all possible I would really like to see her have the opportunity to interact with other children. The school-yard is a big part of education in my opinion. The reason I was thinking about home schooling in Chinese was so my wife would be able to take care of it, but I suppose there is also the option of finding a retired or semi-employed teacher for hire.

If your wife has received a typical Chinese education, I would suggest she not be in charge of home-schooling, not unless you want your child to be scarred for life.
I've lived in both China and Taiwan, and often met parents who had pretty good English and so decided to try to teach their kids themselves. Every time they ended up with a child terrified to open his or her mouth.
 
A private school that takes international students might be an option. The cost of tuition can vary a lot, so check around.
