Hi,

My paretns PR crad expired in December 2021. We bought the flight ticket in October 2021 but canceled due to the COVID19. We also got doctor's note to suggest them not travelling. Now I need to apply the PRTD for them to come to Canada.
The question is they are short of a couple of month of RO. Is that OK for them to get the PRTD then?
Another question is it looks like I can only submit by email not submit by mail to local office. Is it correct?

-Only IRCC can decide whether the reasons for being out of compliance are acceptable. But for only a few months and covid complications, chances are pretty good (some would say quite good).

-I don't know about the second q.

5 year period is based on landing date so they would have been out of compliance before Covid.
 
Hi, My parentd landed on November 2017. They lived for almost 2 years and then left Canada.

So they didn’t meet RO before Covid. You said that they couldn’t travel due to Covid but they were out of status before Covid. You should certainly apply for PRTD based on H&C but not meeting RO can’t be purely blamed on Covid.

Strange formulation.

If they landed November 2017, they were not out of compliance before november 2020 at the earliest, and clearly later than that since they resided in Canada for "close to two years."

Hi, My parentd landed on November 2017. They lived for almost 2 years and then left Canada.

Something here is NOT correct. First PR cards are issued for five year validity. If your parents landed in 2017, their card should be valid until ~ end2022. (And if they'd resided in Canada for close to two years and landed in 2017 they would still be compliant).

Are you sure you did not mean that they landed in 2016. Eeither dates are wrong or you have some math wrong.

Okay, that is a quite different matter, I thought that had to be the case. (You had a different month too - not that it is a big deal for this forum but check your dates carefully carefully before submitting docs to IRCC. It starts to make everything you submit look untrustworthy).

I'm sure you know but assuming then that they left sometime in 2018 - let's say April 2018 just for ease of calc, they would have had 18 months of residence. They would then have been out of compliance (the date when they had 1095 days out of Canada from date of landing) from about April 2021. So yes, during covid. (repeat, these are notional calcs, you'll have to do your own arithmetic)

But time is passing and you are getting closer to them being a year plus out of compliance. If they do not have visas to USA, you should not tarry in getting the PRTD application in - the covid reasons and whatever else will start to look less credible. Not that one year is some magic number - simple rule of thumb, the less non-compliance the better.
