2 - No, you can't use this temp PR card to sponsor your family. It only allows you to remain in Canada for your appeal case.
3 - If you think you may have a SIN but have lost your card, you need to visit a Service Canada office in person to request a replacement card with ID. A lawyer cannot do this on your behalf.

Again, these are not randomly issued. Someone (either you or a parent if you were a minor at the time) would have had to specifically apply for a SIN from Service Canada. If nobody did this, then you don't have a SIN now.

If you think you or someone did apply for a SIN a long time ago, then I believe you must be physically inside Canada to confirm this by going in person with proof of ID to a Service Canada office. This is most likely the type of info they will not give out over the phone, nor to a representative.
