Is it true that once an employer already use their PNP to one of their employee they can never nominate again?

no not like that... employer can nominate any person but it will good to nominate under different NOC to file case.. if sufficient gap is there between approved nominee and your case then same NOC can also be good to apply..

bro i have heard that employer can submit a file for another applicant but the previous applicant case must be all done before filing a new one... Means suppose previous applicant got nomination and then he got his pr approved .. after then that emplyer can apply a new AINP for another person... Hope that helps... But please consult with some one else... as here we are helping each other to best of our knowledge,,,
