Hi, I am a Mcgill Engineering Undergraduate who is going to graduate in Winter 2016. I am reasonably sure I will get a job offer as a Software Developer in Ontario/Montreal (NOC A?). I would like to stay in Canada permanently as a PR. Under Express Entry + Canadian Experience Class I will have just above 400 points. Obviously that is not enough to be reasonably confident of getting a PR. Quebec wants you to learn French. Therefore my only option is Ontario's Human Capital Priorities Stream (International Student Category is equivalent to a LIA, is it not? ).

Questions:

1. Does the OINP program give special privilege to applicants who graduated from Universities in Ontario (Toronto, McMasters etc. ?).
2. How likely is it that I will get a nomination? graduated with BSEng. from Mcgill, 1 year work experience when I apply, residence and NOC A job in Ottawa/Toronto/Waterloo?
3. From the application start(PNP) to a Permanent Residency (assuming successful PNP application), how long does the process take?

2. Nobody knows until OOPNP releases its report. But the more ties to Ont. and less ties to other provinces the better
 
You're right, your only option right now is the Human Capital Priorities.

1. Actually, yes, there is a specific OINP stream if you graduated Masters/PhD from a public university in Ontario, should you decide to do graduate studies in ON.
2. You can also try an Ontario employer-driven stream if you can get a job offer in ON.
