I am going to apply for the FSW after 4 May. My brother-in-law went to Canada as a PR card holder just a week ago.
Should I include this relationship in my application kit?
Since he just went there for a very short period of time, he cannot provide some of the proof.

What will happy if I don't include him in?

urgent help please!
 
Poins for adaptability - Relatives in Canada

According to CIC, if You have a relative (parent, grandparent, child, grandchild, child of a parent, sibling, child of a grandparent, aunt or uncle, or grandchild of a parent, niece or nephew) who is residing in Canada and is a Canadian citizen or permanent resident.

Brother-in-law is not included as relative by CIC, but if your sister (sibling) is with him you are eligible to claim 5 points. You should submit proof of his/her residency status in Canada.

According to the Document Checklist, the close relative can be a brother of my accompanying spouse, that's my brother-in-law.
This is my situation.

Last time when I was applying, I included my brother in law and they awarded me 3 points (in that time). I sent copy of his passport and copy of his birth certificate, from where it was proved that my husband an he have same mother and father.

Get copy of PR card / landing papers of your sister , and include them in your application

But in the checklist, it says needs the proof of his residency, such as monthly bills, lease agreements, etc.
Are these things essential?

I would suggest you to mention his name and details in the form.. which anyhow you would have to do in family declaration of your spouse.
Also, send copy of PR card, Passport (to prove relationship) and bank statement which would have address(if possible)
Or else just PR card and passport. If VO provides you additional points it would be great if not even then you are above passing marks.
