My husband is applying to sponsor me. He hasn't done his taxes for 2017, so he has no option c form. Will it be ok if we submit a letter from his employer and paystubs for the last 12 months?

The 2017 tax filing deadline has not passed, so he needs to show his 2016 document. NOA/Option C is required, so it is not a good idea to submit an app without it unless you have a valid reason, like you are living abroad.
 
has anyone else submitted their app without an option c? I get that it's required but surely other ppl have gotten by with an employment letter and paystubs...

People have but again, with valid reasons for why they don't have the required document. Without a valid reason, there is a good chance of the app being returned. Has he just not filed taxes for years?

he filed in 2016. he had a different job and made significantly less. I guess that doesn't matter though right?
 
Appreciate any help on this

I will be sponsoring my soon to be wife. I have been working for 6 months(since Mar 2019) and I moved to Canada 4 months before that(November 2018) so I filed NOA with 0 income as I did not have any income in Canada in 2018. What are my options as the NOA or Proof of Income statement would not show any income?
