My bank account does not have the required amount, but I have more than sufficient funds in form of saving certificates. I understand they are easily encahable and can be verified by the CIC. My question is should I encash them and to enrich my bank account or these govt. certificates will serve the purpose.
 
your certifcates should solve the purpose, no need to encash them at this stage.

has the letter from a visa office which is ready to issue a visa and has asked for proof of funds, which reads:
This refers to your application for admission to Canada.

Please be informed that you application is ready for visa issuance. The medicals are valid till xx-xx-2010. You are requested to comply with below instructions.
