Hello,
I have recently acquired my CLB scores and ECA from WES ... they have allowed me with my work history etc, to score above the 67/100. I would like to go ahead and start the process with the Express PR. I do not have anywhere close to the funds they require in cash in my bank account. Should I go ahead and start the application process and if I should, would the lack of my ability to show hard cash on my bank account prevent me from being invited to apply?

For the ITA, they do not look for the funds immediately. If your profile CRS score is above the cut-off, you would get invited.

However, you need to provide proof of the required funds as per CIC guidelines once you accept the invitation. Required fund details are as below -
