If someone is currently in canada and working on a PGWP do they require Proof of Funds in order to apply for FSW? Will they require a new job offer? And are they only exempt if the job has an LMIA?

Yes, you require proof of funds.
 
Yes.. it's the "valid" job offer that is confusing. It has to be based on a LMIA to be considered valid correct? once it's not exempt?

Not necessarily but simply put, you do not have a valid job offer.

There is no rule that the funds must be in your account for at least 6 months. If your average balance for the past 6 months is low OR if you are depositing a lump sum amount to meet the required funds then as long as you can prove where the money came from (gift deed, sale of assets, savings from salary) you'll be fine.
