Hello!

I have a question regarding the proof of financial situation for the application of study permit for international Filipino students. As per the required documents, it includes providing your income tax documents. Because I started working outside the Philippines and I still do, it's clear that Filipino expatriates (Overseas Filipino Workers (OFW)) are exempt from filing for an income tax return. Therefore, I don't have any income tax document to provide as proof. How will this affect my application if I don't have any income tax document to provide?

Just provide whatever you can provide
I must also provide my bank records as proof of financial situation along with providing my non-existent income tax documents. I can obviously provide my bank records but no income tax document at all. I was thinking I instead provide a letter explaining why I don't have an income tax document. Will they accept that?

you don't need to worry about all that. Bank statement showing enough funds and the document showing the source of that income will do just fine.
