From beginning to end, in a situation where there are no documents missing, no hiccups along the way, is the correct order of things:

AOR1, SA, AOR2, DM, PPR? Once the passport is sent over to the VO, what happens then? Is that when they stamp the visa and send across the CoPR at the same time? Also, how do people send their passports? Is it meant to be delivered by courier?

If I'm missing anything between the above steps can anyone jump in and correct me.
 
Not everyone gets the first AOR. Sometimes this step is skipped.

Also, PPR happens at different times for different visa offices. Some visa offices (e.g. Manila) request the passport early in the process (well before DM). Some don't request the passport until DM. And of course if you are visa exempt, you don't actually send your passport.
 
How come some request the passport before DM?

In the case where the PA is not from a visa-exempt country, is the PPR for the purpose of affixing the visa onto it?
