my inland application says 26 months processing time.
would that be true? or that would be shorter? Thanks
 
Shorter, but still significantly longer than someone who applied outland.

thanks..but yeah, if you applied outland you cant apply for open work permit, right?

That's right. OWP for inland only.
 
Yes can't apply for OWP, but it's a moot point especially for people coming from poorer countries, since the host should be able to financially support the applicant's expenses back home and here, until the time they get PR, which would likely be around 6 months or so for most people. Might be different if the applicant was from a wealthy country and has to pay for a large mortgage + expenses back home while away. But even then, the ones from the wealthy countries could always easily get a visitor visa to wait out the outland processing time and return home to work whenever they please.

Example: My wife's total living expenses are around $150 a month in Vietnam. Having her come live with me on a TRV in Canada won't burden me as I can easily pay the $150 a month myself, plus it doesn't cost that much more for food and utilities having her here.
