Important notice
The services of the Visa and Immigration Section of the Embassy of Canada to Japan will be giving priority to applications involving reunification of immediate family members with Canadians until further notice. All other processing will likely experience longer processing times than posted.



I am sponsoring my spouse who is in Japan so does this mean that Japanese applications are going to be processed before other countries, or is this notice reffering to something else?

It means that they will process fewer skilled worker applications and concentrate on family class. It only means for Japan.
 
Yes, it means that they will focus more on the Family Class sponsors (like yourself) over the skilled workers. So yours will go faster! Lucky you :P
