Processing time New Delhi

My brother sponsor my mother and me for permanent residence.Below is the status of the application:
1.We received your application to sponsor ******ER KAUR VIRK on July 2, 2010.

Dependents listed on the application are: ******** Singh Virk.
2.We started processing your application on August 28, 2015.
3.We sent you a letter on October 27, 2015. Please consider delays in mail delivery before contacting us.

I want to know that i do not receive any letter which they sent me on oct 27 2015.i inquired many time but no reply..What is the meaning of that ? Is the file processing in New Delhi? If the file is processing in delhi then how long it take?

Why not? It cost 5 dollars. Ur time way past standard time. Irrelavent to check for that. Only gmcs notes will tell what is holding your file

official time is 18 months but nobody can tell you exactly...I am 2014 applicant NDVO as well still waiting
