Processing time for Family sponsorship after successful ADR !!

I won the ADR appeal case for my mother and brother in April 2011.
Soon after the processing started again from Ottawa. And with in a month and half the police certificate, medical reports and everything was done. Medical was submitted to New Delhi in last week of July 2011.
Since then there is no news of any kind from immigration (( ... It has been 7 months after the medical was done.
When will we get the landing papers ?? .... anybody went through the similar process ???

even mine case is also allowed appeal through new delhi and been waiting from 6 months after files transferred to ND ....though it is for spouse !!!!!!!

If you dont mind can you please share that what can be also reason for rejecting applications for mother and brother ........where the case is so clear one and relationship is never in suspect like in spouse visa by visa officer????

Our case was rejected on medical grounds of my brother.
We appealed and after 6 months I went for ADR in front of the Immigration office in April 2011. I won the case.
In May we received the letter to send all the papers again by end of June 2011 to OTTAWA. The case is now bein processed in Ottawa.
In July we received the medical papers, which were submitted to NewDelhi office by the end of July 2011 from Pakistan. But the visa processing is happening in Ottawa.

Since july 2011 we have no news ... It has been 7 months since the medical. Not even the passports are requested from us....

ADR won :--- Apr 2011
After ADR case re-opened in Ottawa = May 2011
All papers submitted to Ottawa = June 2011
Medical submitted to NewDelhi = July 2011
No response after that ..
