Processing time - different counties same VO

When checking processing time for spousal sponsorship (http://www.cic.gc.ca/english/information/times/index.asp), what should one expect when the same VO processing different country of residency showing different processing times? For example, Portugal is showing 9 months but France (Paris office is processing Portugal's spousal cases too) is showing 10 months. Similarly, Hong Kong VO is the one processing all cases from China, Taiwan, Hong Kong and Macau but the processing time is 13, 11, 12 and 17 respectively.

Wondering which one is to trust.

Don't trust any of them. The processing times mean that 80% of applicants from those countries (it's not VO specific still technically) are processed in that amount of time or less. With a solid application, most people can expect to experience processing times shorter than what is listed for their country.
