1. Visitor visa is issued at the Canadian Visa office responsible for your country of residence.
2. the purpose of visitor visa is to visit Canada up to six months.
3. If you need more information, simply Google search will greatly help you.

Hi,

Visitor permit or visitor visa? There is technically no "visitor permit". If your intention is to visit Canada (not to work, study or immigrate), you need to apply first for a visitor (temporary resident) visa to travel into the country

See this link and start from here: http://www.cic.gc.ca/english/visit/index.asp

A TRP or temporary resident permit is a discretionary visa granted when a person is inadmissible and does not qualify for a TRV, but it is deemed by the VO that there are specific grounds to allow access. The TRV to resident visa is the most common one for those requiring a temporary stay.
