For buffalo, its hard to say because the average was 18 months, and we haven't passed 18 months from Nov 2008.
But buffalo is not moving as fast as the other offices. Also its unlikely for now that it would be less than 18 months because theres still more applications from Feb 2008 to Nov 2008 that need to be processed but over time, I think it should come down.
