Hello all,
I am asking this inquiry for one of my friend
Could you please help me

He's at age ~42 with PhD in Artificial Intelligent and has more than 20 International Articles plus many scientific contributions,conferences,practical projects and 20 years teaching experience at university and appropriate CV in total .

Is there any hope for educational visa for this person at this age?
If yes
what is the best way to get educational visa with full scholarship in short time ?

Sure - a study permit is possible. I think it would need to be another PhD to have any hope of getting approved and he would need to explain why he is getting a second doctorate. He would also want to pick a top school in Canada.

He needs to contact the schools he wants to attend to determine what funding / scholarships are available.

I think anything but a PhD has a very low chance of success. It doesn't make sense for him to take a lower level of education after a PhD.

What level of education does he want to take? How would he explain his reasons for taking a lower level of education?

I mean something like research opportunity or postdoctoral researcher
But I'm seeking a way for him which is led to PR

Sure - research opportunities and postdoc opportunities are possible. He will obviously need to do the leg work of contacting universities and professors in the field to find out if there are opportunities available and if they will consider him.

He will want to make sure it's a paid position if his objective is PR.

PR is of course not guaranteed, even if he comes here.
