CIC is asking my friend to give explanation why she did not enroll at the school while on study permit.
She needs to clear that she didn't obtain study permit just to extend her stay and work in Canada.

She didn't study on the declared school but took ESL instead at different institution. Can somebody give example of explanation.
 
What was she originally supposed to be studying? Why didn't she study at the declared school? Did she notify CIC that she was changing schools and programs before switching?
 
Also, were here ESL studies full time and did she work while attending school?

Supposed to be massage therapy. Now, while on study permit, her LMIA was released so she didnt enroll anymore. Her consultant advised her instead to take ESL first while waiting for her work permit application.

Under her work permit application CIC contacted her for possible misinterpretation of not attending school
 
The consultant gave her very bad advice. It frankly does look like a clear case of misrepresentation and it looks like she wasn't a genuine student but was simply buying time until the work permit could be approved. I can see why CIC isn't happy.

I don't think we've ever seen a case quite like this here and I doubt anyone here will be able to provide her with advice based on any real experience.

I would strongly recommend she hire an immigration lawyer to assist her at this point. A misrepresentation finding is a very serious charge that could result in a five year ban from Canada. This isn't a do-it-yourself case. And none of us here are lawyers or consultants - we're just regular people like her.
