Hi All I have a very tough situation, hope you guys can guide me in the right direction.

I originally applied for OINP under (Federal Skilled Worker) FSW and they have reviewed my application and came back with "Procedural Fairness Request – Canadian Experience Class" email asking me to support Canada work exp which I don't have. Why are they assessing my app under Canada Experience Class (CEC) instead of FSW?

What should I do next? Thanks in advance for your help.

Thank you for your application to the Ontario Immigrant Nominee Program (OINP)
under the Ontario Express Entry : Human Capital Priorities Stream received on July 27,
2017. Your application and all supporting documentation submitted to date have been
reviewed.
Before a decision is made on your application, this letter is to provide you with a final
opportunity to submit information to support your eligibility for nomination.
All applicants who choose to be assessed against the Canadian Experience Class
(CEC) criteria must meet the following provincial criteria:
 A minimum of one year of cumulative and full-time employment (1,560 hours or
more) or an equal amount in part-time paid work experience in a NOC 0, A, or B
occupation in Canada in the past three years from the date of the P/T Notification
of Interest from OINP.
 A Canadian Bachelors, Masters or PhD degree or an Educational Credential
Assessment (ECA) report produced by a designated organization indicating that
your foreign education is the equivalent of a Canadian Bachelors, Masters or
PhD degree.
 A language level of Canadian Language Benchmark (CLB) 7 or above in all
language competencies (reading, writing, listening, and speaking) in either
English or French.
Score a minimum of 400 points in the Comprehensive Ranking System in CIC’s
Express Entry system. Your score must remain at or above 400 during both the
Ontario nomination processing stage and at the federal application for permanent
residency processing stage.
 Possess sufficient funds and/or income to cover settlement costs in Ontario.
Funds must be unencumbered, readily transferable in a convertible currency, and
supported by bank statements.
 Intend to reside in Ontario, as demonstrated by a statement of intent and
indication of ties to Ontario.
 Registration in the Express Entry system, including a valid Express Entry number
and Job Seeker Validation code, is a requirement of the Human Capital Priorities
Stream and the French-Speaking Skilled Worker Stream of the Ontario
Immigrant Nominee Program (OINP).
The assessment of the information and documentation submitted in support of your
application indicates that some of the above criteria may not have been met.
Specifically,
 A review of the information and documentation provided in support of your
application indicates that you may not have at least one year of cumulative or
continuous employment in Canada to meet the program requirement.
o It was indicated in your application that you had been employed with abc company India Office since 2011. You do not seem to have any
employment experience attained in Canada within the past three years
from the date of the P/T Notification of Interest from OINP.

or documentation to support that your application satisfies program criteria. Should the
program not receive additional information within this timeframe, your application will be

Is there a possibility that you applied for the wrong stream?
 
Is there a possibility that you applied for the wrong stream?
In my CIC profile it says I'm eligible for FSW only. In OINP we just specify CIC profile number right? I don't remember choosing stream. If for some reason If I chosen wrong stream what should I tell them? Would they be able to change it now?

this seems like a huge mistake

I received also a oinp PFL (work experience as a self employed ADR ) , it's a kind of mail that nails you down , but I think you should not worry ,for your case it could be just an unlucky mistake,

First you have to review your oinp application maybe there was a problem , I hope you did print it after the submission.
you can always use that printed version to proove that this is not your mistake.

then once you'r clear of any doubts
try to reply that same email and politely point out that you did apply under FSW and not CEC , make sure you screen shot the EE profile stating your only eligibility as FSW ( not CEC ) and attach it to the reply.

hope this can help you , and remember that all oinp employees want to give nomination to all candidates unless candidates are not eligible or cheat in their application by presenting unsupported or false documents

PS: my nomination certificate was sent to another country , but UPS guys managed to bring it to me , but in the certificate the adress was wrong so I had to send it back to oinp , and am waiting for the new one ( JUST TO SAY THAT HUMAN MISTAKE IS POSSIBLE )
