problems with documents

Hello everyone, I have a difficult situation with documents, I will be very glad if you help. I am 18 years old, I am a citizen of Greece and I have lived in Ukraine since childhood. When I was 17 years old, I applied to the Greek embassy to get a passport or a travel document, but the ambassador said that for this I needed an identity card or Greek witnesses, the migration service of Ukraine said that they they can't make an ID because I'm a foreigner. And I cannot find Greek witnesses in Ukraine. I have been sitting without documents for a year, I cannot leave, study, or work because I do not have an identity card. Please help, any options.

What does this have to do with Canadian immigration? This has nothing to do with Canada. You need to google if there are Greek or Ukrainian forums.
