What are my chances of getting Canada PR for the 418 CRS score?

If not, then no chance you will be selected through the Express Entry program directly.

You would need to secure a PNP nomination.

There's no single answer to this question. It depends on a number of factors such as whether you have a job offer in Canada, what your NOC is, if you have a family member living in Canada, etc.

You'll need to research the programs to determine if any are an option for you.

Any idea about PNP cut-offs for NOC 2173?

For Ontario it's somewhere in the 455-470 range. I don't know about other provinces.
 
SINP (Saskatchewan) has its own points system and requirements so you need to check if you have a score that would get a nominations. Also in Saskatchewan , NOC 2173 is a licensed profession so you need either an APEGS or CIPS license. It is all on the SINP website.

You can see if you are eligible for immigration through Express Entry. You need eligibility score of 67 or more plus you want a high CRS score of over 468. You need your degrees assessed and need to take language/IETLS tests.

If your employer has given you a job offer and has a LMIA (paid fees and proven no Canadian or PR could be hired) then yes, you can apply for a closed work permit.
