Print coop work permit at border after online application approved

Hi guys, my work permit application has been approved 2 months ago and the first mail got returned because CIC didn't put my room number on the mailing address, I called and asked them to reprint it and send it to me and I kept calling to ask if they have sent it yet but somehow I waited 1 month and they just won't send it! Since my co-op term will start soon I really need it before they close down at Christmas! Is it possible that I can get it print out at the border if I do a flagpole? And is it feasible if I don't have a US visa? Guys I really need your help! This has been torturing me for months. Can someone please answer this question? Or is there any other solution to this problem? Thank you so much!

1. You can do a flag polling but most likely CBSA will ask you to wait.
2. Your passport with a valid/expired TRV is enough for flag polling. No USA visa required.
