Both can apply. But better to choose PA who is getting more score.

Yes, it is possible to create two separate profiles - each having one person as the main applicant and the other as a dependent.
However, you will have to delete the other profile, once you receive an ITA in one profile.

Yes, you can, but you have to include the other spouse on both applications...
