Hello, I have been reading the forum to find an answer but haven't completely found my answer...

I (Canadian) am sponsoring my common law partner (Australian) into Canada and it says on the application "have you previously been in a common law relationship".
My partner was with his ex before me from 2012-2015 and was engaged from august 2014 - November 2015 - when they ended the relationship. They were living in Canada together from 2013-2015. I think they filed 2 tax year together (2013-2014) and the following year (2015) filed as single.

Does he still have to submit the information as "yes to being in a previous common law relationship" because they filed taxes together?

Now my second question.

My partners ex, was not the nicest lady. She didn't want the relationship to end and made several attempts to try and get in the middle of our relationship. However she now has a kid with another guy and was with this guy after her and my partner broke up in 2015.

All I want to know is, is it possible that she could prevent my partner from getting his permanent residency by either not signing any information, or complying with our requests?

You have to answer Yes, doesn't matter if they filed tax together. Answering No constitutes misrepresentation

You don't even need to inform this woman of what you are doing with his PR application. You only need to answer the question as 'yes' and submit a written explanation of when the relationship ended and when yours and his began. If it makes you feel better, he can go to the notary and sign an affidavit stating that his previous relationship dissolved on XXXX date. You won't even need to speak to or find this woman.
