I've tried to search if we can validate license for HR services, but... without luck.

What you can do is to go: http://www.registreentreprises.gouv.qc.ca/en/demarrer/constituer-cie.aspx

and click: Find an enterprise - which allows to check status of an organization, but i see no Premium Recruitment Resource.

I have also recieved email from this agency. Any luck of finding answers if they are legit or not?
