Visa offices were advise by NHQ finance (FSWfeereturn Office) to send such information to Pre Feb 2008 who proactively contacted them (see www.cic.gc.ca/notice of 12/10/2012) and if you see the reply from FSWfeereturn office after submitting the form it is stated below that

CIC will only action the forms submitted by applicants who are affected by the Jobs, Growth, and Long-Term Prosperity Act. If your FSW application has NOT been terminated by operation of law, you will be advised from this mailbox and processing of your FSW application will continue

1. After the manual review that was submitted on 30/11/2012 by VO, CIC treated pre 2008 files and by Dec/2012 many became DM and by Jan/2013 majority moved from DM to Blank and to not available, while a few were left in process. see www.data.gc.ca/immigration/permanentresidence

2. Some applicants that contacted their visa offices were told that their application were terminated and the date of termination was given. e.g a seldec was made after 29/03/2012.

3. From all indication it is FSWfeereturn office that will give VO the go ahead to continue the processing of those that are left or in process
