PR who are stuck outside of Canada for more than 3 years

Hi, my friend is a PR and he was supposed to travel back to Canada this May after taking a 2 years courses oversea. However now he is stuck outside Canada, what happened if he cannot meet the 2/5 residency requirement because of travel restriction, will he lose his PR?

If he took a 2 year course he should have 1 year to return while still complying with RO.
