PR wants to upgrade but school outside canada is not sending transcript

Hi, I dont know if Im posting this in the right forum. Nevertheless, Ill state it here. My friend who is a PR for 4 years planned to pursue her career here. She needed to take some upgrading classes and exams. She needs her transcript from the university to be sent directly to the academic organization she is applying for. The problem is, the university which is in Dubai is not cooperating. She has spent lots of money sending all the requirements needed to have the transcript sent here. She went to the extent of sending her friend to the university but to no avail. How could she make the school respond and help her in completing the requirements here? Could she ask for a letter from her MLA or where could she go to get the help she needs? Does she need to go to her consulate or embassy?

Did she get her documents authenticated by WES when she was applying for PR 4 years ago? You might try to convince the school to accept the WES documents if you can prove that you are unable to get new transcripts from your university.
