I have heard that PR through winnipeg is easy.
is it true?

For International students, PR through Saskatchewan is the easiest. Two SPP College is Saskatchewan are SIAST & Parkland. Just one year of education in Saskatchewan and you will be eligible for filing the PR.

The other province where PR is easy is British Columbia.
