Hello,

We received our PR on 23 August 2018 and the expiry date is 23 August 2023. We are staying in USA and we had plans of moving to Canada in Mid 2020. Because of the uncertainty developed by Pandemic, we decided to stay put and keep our current job going.
Now, we will try to move to Canada by April 2021 trying to complete 2 years before August 2023 (PR Expiration Date). But considering current scenario, there is a possibility that we may not be able to enter Canada by April 2021.
With that, will there be a possibility to enter Canada in for example 2022, and still keep PR and possibly apply for Canada Citizenship later? or will we have to do something else in 2023 when PR expires and we have not completed 2 of 5 years.

So, what are our options in this case? is there any procedure we can take?

You can try to enter Canada 2022, however there is a chance of you going through secondary screening and could possibly be reported if your answers are not satisfactory. If you were allowed without being reported, you have to meet Residency Obligations before renewing PR card.

First of all the clock starts when you first land as a PR, not when you receive the PR card. Expiry date on PR card is immaterial. I assume since you got PR card in Aug 2018, you must have landed sometime before that, count 3 years from that date. If you make your permanent move after 3 years from landing, then it is possible that they will report you for not maintaining residence obligation. Then you will be asked to explain why you couldn't maintain the obligation. If you are not able to provide a satisfactory explanation, then they will revoke your PR status.

2 out of 5 years is a very lenient RO so wouldn't count on covid being an acceptable reason for not meeting your RO. Unless you can remain in Canada for 2 years without leaving Canada make sure to leave a buffer for family emergencies, holidays, business travel, etc.
