Is it mandatory for a sponsor to be working currently to sponsor a spouse for a PR?

No. As long as the person isn't on welfare, he/she can sponsor his/her spouse or dependent child even if he/she is currently unemployed. It would be better however for the sponsor to find work immediately.

Thank you for your response. Im not in Canada currently. I'll find a job once I go back next month. Is it okay if I file my spouse's PR while being out of Canada?

If youre a PR, you have to remain in canada to sponsor. Also note that if you have lived outside Canada for a long time, you have to prove you intend on residing in Canada permanently
