Hi, I am a father of twins born in India in Jan 2019. I and my wife are both PR of Canada and Citizens of India. We have spent 9 months in Canada and since 2 years we are in India. Now planning to go back.

1. How much time it takes for children PR visa if I go to Canada now and put the file while my wife and twins are here in India?
2. Shall we do as I mentioned above or we should take the twins on visitor visa and than apply? Which one is fast and appropriate?
 
1)as PRs you cannot apply to sponsor the children from outside of Canada so at least one of you needs to be in Canada which seems you already know
2)sure you can try applying for TRVs but no guarantee they will be approved.

As for how long anything takes will leave to others on here to speculate although quoted time is 12 months generally less than that if no complications.

Obviously you need to keep in mind the residency obligation and return before another approx 12 months passes to still meet the 2 out of 5 residency since landing assuming you landed back in 2017

Actually it is 5-11 months usually but if you have been out of Canada for 2 years you are on a tight timeline. One parent should really go to Canada and start the sponsorship but you need 2 adults to fly with twins on most airlines so you are in a tough spot. You should have started applying for TRV earlier. Depending on how much time you have spent in Canada since you landed you may need to have one parent go to Canada first and then come back once they get approved. You really need to evaluate how much time you have left so you are both compliant with your RO.
 
Apply for TRV first while you are still in India. If that is approved, you can all travel together.
If denied, one parent stays in India and second parent will travel to Canada. Then file the PR sponsorship application. After it is approved, if the parent in India still has time left to complete the RO, then the children can travel with the second parent.

yes although TRV not guaranteed. You have to look at your ROs and see if both of you have time to wait for TRVs to come back. Starting sponsorship process as soon as possible would be best. It’s unfortunate that you had not applied for TRV a bit earlier.
 
first. congratulations... for being dad of twins.. Same was my case (wtins) when i read your post. It is easy to apply for a TRV for the family sponsorship visa, one of the parents must be in Canada to apply. Takes approx 8 months.

Thank you so much replay. if I may plan to travel Canada alone next month, so Can I put Trv first right now or do sponsorship after reaching Canada. Initial after reaching there i dont have job still I can Sponsor my twins ? please post your suggestions

Yes you apply for TRV now and see what happens. No job is needed but you’ll have to show you have savings to support your family.
