IF PR parents have a Canadian citizen child, can they live outside Canada. If yes, then will it count towards the residency period?

No, PR parents having a citizen child will not allow them to count time outside Canada towards the residency obligation. If they stay outside Canada more than 3 out of 5 years, they will risk losing their PR status.
